I write to you out of my   deep concern for the arbitrary  arrest of  two Opposition leaders  in  Hargeisa, Somaliland . On 11th April 2017  Police Forces   detained  Mohamed Sadiiq Dhame,  Chairman of the Youth Wing of WADDANI Opposition Party and  Yonis Ahmed  Yonis, Chairman of the Sports Division of WADDANI Party. As opposition party officials,  they voiced their concern for the illegal demolition of  old buildings and fences  inhabited by poor residents. The demolished buildings were located within the neighborhood of a  5 Star Hotel owned by Somaliland’s’ First lady, Madame Amina Weris . The buildings were demolished simply because their outward appearance  seemed to be  not in harmony   with the stylish  architecture  of the   modern 5 Star Hotel .  The President’s Office  issued an  Executive  Order to  forcibly destroy those old buildings without compensation to the poor owners . That illegal demolition  triggered mass demonstrations , civil commotion and riots. The 2 political Prisoners of Conscience, Mohamed Sadiiq  and Yonis Ahmed Yonis  visited the scene of demolition  and expressed their concern on behalf of the affected poor residents. They were immediately arrested without warrant, tortured and denied access to legal counsel and relatives. They are currently on hunger strike  and their health condition is deteriorating due to inherent medical complications.  In addition to that, the Police General,  Mohamed Fadal rejected a  Bail Release Order issued  by Regional Court Judge  on 20th April,2017. ( copy of the Judge Order is attached.) We believe them to be prisoners of conscience because they  were detained solely for  exercising their political  right to freedom of expression and speech. We call  Amnesty International   to intervene  and seek the  immediate release of those  Prisoners of Conscience . We feel grave concerns about their  health conditions and lack of access to adequate medical care .
We acknowledge  Somaliland, as  an unrecognized country ,   is not a signatory of 1993 Vienna  Human Rights Convention  which obligates all nations to promote and protect fundamental freedoms .  However, the principle of universality ,  emphasized in the Universal Declaration on Human Rights in 1948, has been reiterated in numerous international human rights conventions, declarations, and resolutions. Therefore, we call  Somaliland President, Hon Ahmed Mohamed Mohamoud Siilaanyo to abide and respect  those Human Rights Resolutions and Declarations.
